Clearing a blockage takes an hour. Knowing whether it was grease, roots, a sag in the pipe or a structural break is what stops it happening again.
A drain that has blocked once will block again on the same schedule unless something changes. The cable goes through, the water runs, everybody is relieved, and the underlying cause sits exactly where it was. Six months later the same call is made, often to a different company, and the cycle repeats indefinitely.
The camera run afterwards is what breaks that pattern. It takes fifteen minutes on an already opened line and it answers the only question that matters: why did this happen. Grease has a different answer from roots, and both have different answers from a section of pipe that has settled into a belly where solids collect.

A drain cable, or auger, is a rotating steel cable with a cutting head that bores through a blockage. It is fast, it works well on soft obstructions and on root intrusion, and it is the right tool for most branch line blockages. What it does is punch a hole through the obstruction, which restores flow immediately and leaves most of the material clinging to the pipe wall.
A jetter is a high pressure hose with a rearward facing nozzle that propels itself up the line and scours the pipe wall with water. It is the right tool for grease, for scale and for anything that has coated the inside of the pipe rather than lodged in it. It cleans a line back to its full diameter rather than boring a channel through the middle of what is in there.
Choosing between them depends on what the line is carrying and what the blockage is likely to be. A kitchen waste line is a grease problem and responds far better to jetting. A main line with root intrusion at a joint needs cutting first and often benefits from jetting afterwards. A laundry line full of lint and detergent residue is a jetting job.
Where the two are used together, the order matters. Cable first to establish flow and clear the immediate obstruction, jet afterwards to take the residue off the walls, camera last to see what the line actually looks like once it is clean. The single most useful diagnostic is which fixtures are affected. One slow sink is a branch problem. Every fixture in the building backing up at once is a main line problem, and those two are very different levels of urgency.

Four causes that look identical from the fixture and require completely different responses.
Grease is the most common on kitchen lines and the most straightforward. It coats the pipe wall, narrows the bore over months, and eventually catches something solid. Jetting removes it back to full diameter, and the answer going forward is a combination of not pouring fat down the drain and a jetting interval set from how quickly it returns.
Root intrusion enters at joints and at cracks, usually in older clay or cast iron laterals, and it grows toward the moisture inside. Cutting clears it and it grows back, which is why root problems recur on a predictable cycle. The permanent answers are lining the pipe, replacing the affected section, or accepting a maintenance interval, and the camera shows which is proportionate.
A belly is a section of pipe that has lost its fall and now holds standing water. Solids settle in it and build up until the line blocks. Nothing that goes down the pipe will fix this, because the geometry is wrong. It needs excavating and relaying, and knowing that is far better than paying to clear it twice a year forever.
A structural break or a collapsed section is the fourth, and it is the one where continued cabling does active harm. Pushing a cutting head through a broken pipe can displace the remaining sections and turn a repairable fault into an excavation. Finding it with a camera before that happens is the difference between a spot repair and a trench across a driveway.

Generally not, and on some lines they do harm. Caustic products generate heat, which can distort plastic waste pipe, and they sit against the blockage rather than removing it. On a fully blocked line they simply pool above the obstruction.
They also make the subsequent visit hazardous, because a line full of caustic solution has to be dealt with carefully. If a product has been used, say so when you call rather than leaving it to be discovered.
One slow fixture is not. Multiple fixtures backing up at the same time is, because it means the main line is obstructed and the next use of any fixture in the building has nowhere to go.
Sewage appearing at a floor level fixture is definitely urgent and is attended out of hours. Stop using every fixture in the building until somebody arrives, including the washing machine, which people forget.
On a first time blockage in a line with an obvious cause, not necessarily. On any line that has blocked more than once, yes, because the recurrence is telling you the cause is structural and no amount of clearing will change it.
It is also the only way to know whether continued cabling is safe. Pushing a cutter through a broken pipe can turn a spot repair into an excavation.
Almost always grease, and usually in combination with a long horizontal run that gives it somewhere to accumulate. Fat poured down warm as a liquid cools in the pipe and coats the wall a little more each time.

In most jurisdictions the property owner is responsible for the lateral from the building to the connection at the main, including the portion under the sidewalk or roadway, though the boundary varies.

Cutting is temporary and they return on a predictable cycle. The permanent answers are relining the affected section so there is no joint for them to enter, or excavating and replacing it.
Which is proportionate depends on the extent, and the camera survey is what determines that. Where the intrusion is minor, a maintenance interval is a legitimate and cheaper choice made with the facts in hand.
